Richard specialises in all aspects of planning and environmental law, both contentious and non-contentious, as well as planning development.

Richard acts for a broad range of clients on a variety of planning related matters, including planning and enforcement appeals, permitted development rights, judicial review proceedings, planning and highways agreements, listed buildings and conservation areas as well as the EIA Regulations and compulsory purchase.

Richard also specialises in planning development work, including promotion, option and hybrid development agreements. This area of practice extends from small single owner sites to extensive schemes involving multiple landowners.

Richard is also a Chartered Surveyor, having qualified in 2011 and practised as a land agent in the south west and south Wales, gaining valuable experience in all aspects of rural estate management. Richard originally qualified as a solicitor in the parliamentary and public law department of London law firm Lee Bolton and Lee in 2004 and returned to the law in 2015 when he joined the planning team of Thrings LLP in Bristol.

Richard joined Loxley in 2017 and became a Partner in 2022. He is a member of the Agricultural Law Association and Compulsory Purchase Association.
